Subsurface Utility Engineering

What is not seen is usually the thing that can have the biggest and most costly impact. Such is the case with subsurface utilities. Subsurface Utility Engineering (SUE), a relatively new branch of civil engineering process recognized by the Federal Highway Administration (FHWA), helps minimize the impact. SUE accurately enables the location and mapping of subsurface utilities during the early phase of any project. BL Companies can apply subsurface utility engineering and mapping techniques to take control of utility coordination for a proposed project or during an ongoing project. BL Companies provides subsurface utility engineering and mapping services to commercial, industrial, utility, municipal, institutional and private clients. BL Companies has proven experience with both highway officials and utility owners to implement SUE services. Our Subsurface Utility Engineering Team manages utility coordination for our clients; provides global and logical relocation strategies; and promotes a spirit of cooperation among all parties. We use the latest in computer equipment and software in subsurface utility engineering and mapping technology to meet the needs of the client and project. CADD based mapping is also available to provide 3-D imaging for design engineering and GIS application. According to FHWA, “Studies have shown that SUE, typically costs less than 0.5 percent of the total project construction cost, saves more than $4 for every $1 spent, and may reduce project delivery time by as much as 20 percent.”

Storrs Center

Storrs Center is a mixed-use village at the crossroads of picturesque Mansfield, CT and the University of Connecticut campus. Based on LEED guidelines this 45-acre “green” project includes 1,000,000 SF of new building construction and creates an inviting Main Street experience featuring a mix of restaurants, cafés, retail shops, a town green, office space, housing and open space. The goal is to create a vibrant, walkable and sustainable gathering place for residents, the University community and neighbors from the surrounding region. BL Companies’ work in the Master Plan development and as the Architect and Engineer of Record included the preparation of municipal development plan documents, building design, local, state and federal permitting, plaza and park design, underground storm water management design, traffic analysis, roadway and streetscape improvement design. A major traffic generator application was filed with the State Traffic Commission (now OSTA) and an approved certificate obtained. This five story residential building is in the heart of New Haven, a pedestrian and transit-friendly metropolis. The building has four stories of residential apartments over a street level retail with one level of parking below. This people-inspired facility will add to the ambiance that is so uniquely the Elm City – an engaging, walkable city with charming homes, an abundance of fine restaurants and narrow streets. College & Crowne has 160 one to three bedroom luxury apartments. Adding to the ambiance of College & Crowne will be a host of top-shelf amenities. Newbury Village Luxury Apartments

Newbury Village is a 180-unit luxury apartment complex located in Meriden, Connecticut, halfway between the Cities of Hartford and New Haven. The 10-acre, 265,000 SF development, originally zoned as industrial, features a clubhouse, outdoor pool and garage parking in select units. Detailed landscaping and streetscape treatments add to the complex’s appeal.

EXPERIENCE

Village on State

Village on State is a new, active adult housing project set amongst commercial properties along the State Street corridor on the west side of North Haven, Connecticut. This multi-family project has a landscaped courtyard and club house that support the 150 one and two bedroom dwelling units in two buildings. Three carports provide protected parking for 30 of the 166 spaces located at the perimeter of the site.

BL Companies provided full design and construction administration services including survey, traffic, civil and structural engineering, landscape architecture, architecture and MEP design services. Services also included entitlement permitting and support for obtaining a building permit.

EXPERIENCE

Gateway Commons

Gateway Commons, a proposed mixed-use retail and residential development, is situated on an approximately 200-acre parcel of land known as the Gateway Development District. The development will consist of a total of 425,000 SF of various size retail stores, restaurants and office space as well as 50 town house units and 225 apartments. This development will boast visibility, access and convenience for retailers and residents. The transportation improvement portion of this project includes a new Interstate-95 Exit 74 interchange as shown in the Connecticut Department of Transportation corridor study, and the widening of Route 160 (Flanders Road) from south of Interchange 74 to Route 1 (Boston Post Road). The project will greatly improve capacity, queuing and operations of the Interstate 95, Interchange 74, Route 160 and US Route 1, while mitigating the added trips from the proposed development. BL Companies provided due diligence services for the development of an overall master plan for the site. Land surveying services included providing horizontal and vertical control for aerial mapping, performing a complete boundary and topographic survey of the 200 acre site, 30 detailed hydraulic cross-sections to determine flood plain elevations along the Pattagensett River, off-site survey to accommodate the design of new ramps and detailed bridge surveys of the existing structures over I-95.

Beckley Farms Active Adult Community

Beckley Farms is a new active adult community located in a rural setting on Beckley Road in the geographic center of Connecticut — the Town of Berlin. This exceptional residential community includes 79 single- family traditional ranch and Cape Cod style homes with 1,406 to 2,020 SF, six duplex buildings consisting of 12 units and five multi-family structures with 87 units. site, creation of a phased subdivision plan and conversion to a condominium. They also created a conservation easement and the supporting documents for the land transfer to the Town. Construction layout for the first phase of the development was provided and included foundation layout, utility and drainage layout and as-builts of each new home. Newington Ridge Development

For 50 years, the Hartford Drive-In theatre operated on the site of the 14-acre Newington Ridge development. This prime suburban location is home to 71 luxurious town homes in 21 buildings. Unit sizes range from 1,520 to 2,058 per town home. Residents can enjoy a wide range of shopping, dining, recreational and cultural activates within a short distance of the development. BL Companies provided an integrated slate of services for the planning and design of this site.

Van Wyck Meadows Luxury Townhouses

Fishkill is a picturesque village located in southern Dutchess County, just east of the Hudson River, about 75 miles north of New York City. The community and region has strong historic roots, yet the vision of Fishkill is now on its future. Van Wyck Meadows is a mixed-use development on 168 acres with 221 semi-detached single-family homes, 292 luxury townhouses with clubhouse and recreation center, recreational ball fields and swimming pools.

Charlotte Motor Speedway—Pavilion Boulevard Development

BL Companies provided Conceptual Design services for the Pavilion Boulevard Project. This project is highlighted by 500,000 square feet of highway frontage office space, a hotel and convention center, 60,000 square foot retail village and over 800 residential units. The site is along the I-485 highway loop and within 10 miles of downtown Charlotte. With the recent expansion of the Blue Line light rail and continued efforts to expand multi-use trail systems throughout the Charlotte area, this site is prime for multi-use development. Our Design Team has worked with various stakeholders for this project to allow for the appropriate future redevelopment of this critical site.

EXPERIENCE

Former Masland IAC Site

BL Companies has been contracted to provide Subdivision and Land Development services for a 48-acre brownfield redevelopment site in the Borough of Carlisle, Pennsylvania. The project was developed as part of a public/private partnership, and will be transformed into a mix of commercial, retail, and residential uses. In conjunction with the Borough, a green stormwater design consisting of flow-through planters and soil cells was integrated into the streetscape design for the overall subdivision. Numerous constructed filters are being provided within stormwater management facilities to help reduce peak discharges from the site and enhance water quality. Other design services included the development of an Overall Master Plan, obtaining zoning relief for several lots within the Subdivision, securing approval of the Final Subdivision Plan, and obtaining an Individual NPDES permit for stormwater discharges. BL Companies was also contracted to perform environmental investigation and remedial activities on the site. Based on the past usage of the property as various manufacturing and industrial operations related to the automotive industry, several areas of environmental concern were identified. These include soil and groundwater contaminated with arsenic, solvents and petroleum compounds. Remedial investigative activities are being conducted to further delineate and remediate the impacts in order to demonstrate attainment of a Pennsylvania Land Recycling Program (Act 2) standard and cleanup liability protection afforded under Act 2.

Heritage River Village

Heritage River Village is a new community developed to provide a pedestrian friendly village center that caters to a wide variety of age groups. The seven facilities on the 60-acre site provide 430,000 sf of space that includes three mixed use buildings containing residences on the upper floors with first floor commercial space, residential apartments, assisted living residences, memory care, and amphitheater. The development provides a variety of housing alternatives, office and retail space, and walking trails in a pedestrian friendly safe New England Village setting.

SSG Development Mixed Use Storage Facility

Jamaica Plain is one of the first "streetcar suburbs” in America. Located immediately southwest of downtown Boston, it is home to a significant portion of Boston's Emerald Necklace of parks, designed by Frederick Law Olmsted. When SSG Development and Construction LLC decided to build a four-story storage building in the community, town officials requested a larger vision that was consistent with the local context. As a result, the project evolved into a mixed-use development that also includes a building with three stories of apartments above a parking deck and a five-story building with retail on the ground floor and residential apartments above. A public park was also incorporated into the site plan. The resulting design was embraced by the Architectural Review Board and gained site plan approval. BL Companies is providing comprehensive design services with its in- house team from due diligence through construction administration.
