· Tools, equipment or other obstructions must be kept inside the defined work area where they will not present a hazard to others. · When working in or near a right-of-way, Employees should exercise care to insure that all activities stay within the bounds of the defined safety area and do not interfere with vehicular or pedestrian traffic. · Employees should wear reflective vests whenever working near roadway and should not proceed with work until traffic control has been set up and checked to ensure it gives adequate notice to oncoming traffic. · While in use, tools, hoses, tapes, etc. should be laid out in a way so as to minimize tripping hazards or obstruction to traffic. · When leaving a site either at the end of the day or going to another site the same day, care should be taken to make sure that all materials have been accounted for and returned to the vehicle. Such precautions ensure that nothing is left behind so as to present a potential hazard to others. · Work areas should be kept free of substances such as ice, grease or oil that could cause a surface to become slick or otherwise hazardous. · Storage in vehicles of equipment should be secured to avoid shifting of equipment or tools especially when the potential exists for equipment and tools to shift or slide into passenger and driver areas.

Stairways · Stairways that will not be a permanent part of the structure on which construction work is being performed shall have landings of not less than 30 inches in the direction of travel and extend at least 22 inches in width at every 12 feet or less of vertical rise. · Where doors or gates open directly on a stairway, a platform shall be provided, and the swing of the door shall not reduce the effective width of the platform to less than 20 inches. · Stairways having four (4) or more risers or rising more than 30 inches, whichever is less, shall be equipped with: Œ At least one (1) handrail; and Œ One (1) stair rail system along each unprotected side or edge. · The height of handrails shall be not more than 37 inches not less than 30 inches from the upper surface of the handrail to the surface of the tread, in line with the face of the riser at the forward edge of the tread. · Maintain 3 points of contact (two hands and a foot, or two feet and a hand) when climbing/descending a ladder. · Face the ladder when climbing up or descending. · Keep the body inside the side rails. · Use extra care when getting on or off the ladder at the top or bottom. Avoid tipping the ladder over sideways or causing the ladder base to slide out. · Carry tools in a tool belt or raise tools up using a hand line. Never carry tools in your hands while climbing up/ down a ladder. · Extend the top of the ladder three feet above the landing. · Keep ladders free of any slippery materials. Safe Ladder use - Dont’s · Place a ladder on boxes, barrels, or unstable bases. · Use a ladder on soft ground or unstable footing. · Exceed the ladder’s maximum load rating. · Tie two ladders together to make them longer. · Ignore nearby overhead power lines. · Move or shift a ladder with a person or equipment on the ladder. · Lean out beyond the ladder’s side rails. · Use an extension ladder horizontally like a platform. 8.8 Ladders and Stairways

Purpose The purpose of this Section is to provide appropriate guidelines for the use of ladders and stairways.

Scope This Section pertains to all Employees at all operations.

Policy Ladder and stairway safety shall be taken seriously and adhered to by all Employees. General Requirements · A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more and no ramp, runway, sloped embankment or personnel hoist is provided. · A double-cleated ladder or two or more separate ladders shall be provided when ladders are the only means of access or exit from a working area for
