Local Funding Opportunities Through The Bipartisan Infrastructure Law (BiL) – Who in CT Can Help & How? MARK BOUGHTON, Senior Advisor for Infrastructure | IIJA In December of 2021, Governor Ned Lamont named Commissioner Mark Boughton as his senior advisor for infrastructure. In this role, Commissioner Boughton acts as the Lamont administration’s senior voice on infrastructure. He coordinates a multi-agency approach to administering funds from the bipartisan Infrastructure Investment and Jobs Act. Commissioner Boughton and his infrastructure teamwork to ensure that the investments made with these federal funds are coordinated, strategic, and equitable. In addition to his duties with the Bipartisan Infrastructure Law, Mark D. Boughton also serves as the Connecticut Department of Revenue Services commissioner. He was nominated by Governor Ned Lamont on December 11th, 2020. A resolution confirming his nomination was approved by House members of the General Assembly's Executive and Legislative Nominations Committee on January 19th, 2021, and by the Connecticut House of Representatives on February 24th, 2021. At the Department of Revenue Services (DRS), Commissioner Boughton has prioritized fair and equitable tax administration and excellent customer service. He is leading the Department during a multi-year modernization initiative, which will stage an environment that supports data-driven tax collection, offers enhanced online tax filing and payment options, and promotes voluntary taxpayer compliance. The DRS initiative aligns with the Lamont Administration’s design to modernize state government and provide taxpayers with convenient, easily accessible services. Born and raised in Danbury, Mark attended Danbury public schools and graduated from Danbury High School in 1982. Upon graduation, he remained in his home state and attended Central Connecticut State University, earning a Bachelor of Science in History. He went on to receive his Master's in Educational Psychology from Western Connecticut State University in Danbury. Mark served in the United States Army Reserve from 1983 to 1989, where he achieved the rank of Sergeant. He returned to Danbury High School in 1987 to teach Social Studies. As a highly regarded educator, he continues to be a leading advocate of quality education for all children. Having always had a deep love for public service, Mark served as a member of the Danbury Planning Commission from 1995 to 1998 and later went on to serve three years as Connecticut's 138th District State Representative. During his time as State Representative, he achieved a perfect voting record in the General Assembly, where he was ranking member of the Environment Committee, as well as a member of the Education Committee. Mark was the longest-serving mayor in Danbury’s history, elected to office for a 10th term in 2019. During his time in office, he was committed to top-notch education, infrastructure enhancement, and public safety. For several years, Danbury was selected as the “Safest City” in Connecticut, and among the top best places to live in the U.S. Mark remains devoted to keeping Danbury as the "Greatest Place to Live, Work, and Be Educated." LAURA FRANCIS, Deputy Director / Director of Transportation Planning | South Central Regional Council of Governments Laura Francis is the Deputy Director / Director of Transportation Planning for the South Central Regional Council of Governments. Prior to joining SCRCOG, Laura was the First Selectwoman for the Town of Durham, CT for 15 years. Laura also served on the Board of Directors for CCM and was the President of the Connecticut Council of Small Towns (COST).

KIMBERLY LESAY, Bureau Chief of Policy & Planning | CTDOT Kimberly Lesay is the Bureau Chief of Policy & Planning at the Connecticut Department of Transportation. Kimberly has a degree in Ecology & Evolutionary Biology from UCONN and began her career in Environmental Planning as an entry level trainee. With over 27 years in the Transportation industry, much of her career has been dedicated to public sector service. Kimberly is striving to improve processes within the Bureau in their mission to provide for increased safety, sustainability, accessibility and mobility of people and goods, protection and enhancement of the cultural and natural resources, and enhanced modal integration of the transportation system. AMY JACKSON-GROVE, Division Administrator | Federal Highway Administration, Connecticut Division Amy became the Division Administrator for the Federal Highway Administration’s Connecticut Division in 2009. In this position, she works closely with the leadership at the Connecticut Department of Transportation, Metropolitan Planning Organizations, local governments, and Local Technical Assistance Program at the University of Connecticut in implementing the Federal-Aid Highway Program in the state of Connecticut. Prior to coming to Connecticut, Amy was the Deputy Division Administrator in the New York Division, the Planning, Environment and Research Team Leader in the Connecticut Division, an Area Engineer in the Maryland Division, and an Assistant Area Engineer in the Washington Division. Amy joined the FHWA via the Highway Engineer Training Program; with assignments in the Tennessee, Alabama, South Carolina, and Massachusetts. She has been fortunate to work on great projects such as the Natchez Trace Parkway (Tennessee), Cochrane Bridge (Mobile, Alabama), Mount Saint Helens Memorial Highway (Washington State) and Boston’s Central Artery/Third Harbor Tunnel project. Matt is currently an adjunct faculty member with the University of Connecticut’s School of Public Policy. He earned his Juris Doctor (JD) and Master’s in Public Affairs (MPA) from the University of Connecticut, and his bachelor’s degree in political science from the State University of New York at Potsdam. DONNA SHEA, Executive Program Director | CT Training & Technical Assistance (T2) Center at the University of Connecticut Donna Shea is the Executive Program Director for the CT Training & Technical Assistance (T2) Center at the University of Connecticut. Donna has served in this role for the past 22 years and is passionate about supporting the professional development of the transportation community in Connecticut’s municipalities. Prior to joining UCONN, Donna was a Program Manager of Executive Education at Dartmouth College. KRISTIN HADJSTYLIANOS, Transportation Director | Western Connecticut Council of Governments (WestCOG) Kristin Hadjstylianos is the Transportation Director at the Western Connecticut Council of Governments (WestCOG). Through this role she oversees transportation planning and programming for the eighteen municipalities in the South Western Region MPO and the Housatonic Valley MPO. During her time at WestCOG, Kristin has worked on a variety of transportation planning projects including the MPOs Long-Range Transportation Plans, pedestrian and bicycle studies, safety plans, transit studies, and transportation corridor plans. MATT HART, Executive Director | Capitol Region Council of Governments (CRCOG) Matt Hart is the Executive Director of the Capitol Region Council of Governments (CRCOG), the largest of Connecticut’s regional planning organizations. Previously, Matt served as the Town Manager in West Hartford, Connecticut, where he helped lead the community through the COVID-19 pandemic. Prior to that he served as Town Manager in Mansfield, Connecticut, where he played a critical role in developing Storrs Center , a mixed- use, New Urbanism project adjacent to the University of Connecticut’s main campus.

ELISE GREENBERG, AICP, Supervising Transportation Planner | CTDOT Elise Greenberg, AICP, is a Supervising Transportation Planner at the Connecticut Department of Transportation in the Office of Strategic Planning and Projects. She has a decade of transportation planning experience pertaining to transit-oriented development, sustainable transportation, and multi-modal planning. In her role at CTDOT, she has overseen the development of statewide plans, corridor studies, and served on interagency committees. Elise holds a Bachelor of Science degree in Finance from the Pennsylvania State University and a Master of Urban and Regional Planning degree from the University of Michigan. STEPHEN GAZILLO, AICP, New England Transportation Planning Lead | AECOM Stephen Gazillo, AICP, is the New England transportation planning lead for AECOM based in Rocky Hill, Connecticut. He has more than 30 years of rail and transit planning experience including developing plans for new rail and transit services and facilities, TOD planning, and long-range transportation plans. He is currently part of the consultant strategic planning team for the Connecticut Department of Transportation’s Office of Rail. His prior experience includes working for a rail and bus transit operating agencies. Stephen holds an MBA from the Isenberg School of Management at the University of Massachusetts, a Master’s degree in planning and geography from Laval University and a bachelor’s degree in geography from Clark University. ALISON NEMIROW | AECOM Alison Nemirow is a member of AECOM’s Sustainable Economics practice. She has over dozen years of experience as an urban economist specializing in sustainable and equitable development, with a particular focus on the role of transit and other infrastructure in creating sustainable communities. Alison has evaluated the economic impacts of transit and developed value capture strategies for transit agencies, states, and regions in Connecticut, Massachusetts, New York, California, and North Carolina. Through her extensive experience working with transit agencies, state and local governments, and federal agencies, she understands the funding and financing mechanisms available to execute transformative sustainability programs.

THOMAS FRENCH, PE, Transportation Department Manager | HDR, Inc. Thomas French, PE is a Transportation Department Manager for HDR, Inc. He is responsible for Civil, Structural, Maritime and Environment staff in New England. Tom has spent 29 years on the inspection, analysis, design, project management and construction of bridge, highway, drainage, civil/site and miscellaneous building projects throughout the country. He has been the lead design engineer on over 200 projects during his career as a designer for the NHDOT, as a design consultant, and as the engineering manager for a precast concrete company. He received his Bachelor and Master of Science Degrees in Civil Engineering from the University of New Hampshire and was named the 2022 NH Engineer of the Year by the Engineering Societies of NH. Tom has spent the last 27 years as an EMT and Firefighter serving his hometown, Henniker, NH, where he lives with his wife and two youngest daughters. TIM YOUNG, PE, ASSOC. DBIA, Senior Project Manager | HDR, Inc. Tim Young, PE, Associate DBIA, is a Senior Project Manager for HDR, Inc., with a focus on alternative project delivery methods. Tim has over 30 years of experience in transportation engineering including bridge design, accelerated bridge construction, construction oversight, project management and alternative project delivery. He has assisted owners throughout New England with the procurement of ten (10) Design-Build projects of varying scope and complexity. He received his Bachelor and Master of Science Degrees in Civil Engineering from the University of Connecticut. Connecticut’s Charging Ahead Plan: A Strategy to Expand Public Electric Vehicle Charging & Rhode Island State Plan for Electric Vehicle Infrastructure Deployment CATHERINE BURNS, Project Manager, Senior Systems Engineering | Jacobs Cathy serves as a Project Manager, Senior Systems Engineering, and Technical Chief Editor for the Jacobs Systems and Technology group. Studying aerospace engineering, she has focused on emerging technologies improving transportation networks for the past 15 years, including electric vehicles, autonomous vehicles, and Intelligent Transportation Systems (ITS). JENNIFER REILLY, Senior Transportation Planner | CTDOT Jennifer Reilly is a Senior Transportation Planner in the Office of Environmental Planning at the Connecticut Department of Transportation. Her work focuses on reducing carbon pollution from the transportation sector and looking at ways to improve the resilience of the transportation system to climate change and other natural and human disruptions. With over ten years of experience working on air quality and transportation initiatives for the State, Jenn is the Department’s electric vehicle subject matter expert and coordinates closely with regional and state partners to accelerate the adoption of zero-emission vehicles. Jenn holds a BA from Delaware Valley University and an MPS from the SUNY College of Environmental Science and Forestry. . JOHN-PAUL A. VERDUCCI MPA, PMP, Chief Economic and Policy Analyst | RIDOT Currently leading RIDOT’s efforts to utilize approximately $23 million for the National Electric Vehicle Infrastructure (NEVI) program. Funding will be used to develop electric vehicle infrastructure throughout the state in coordination with State agencies, public, and private stakeholders.

JOE BALSKUS, Director of Transportation Systems | VHB Joe Balskus is Director of Transportations Systems in VHB’s Wethersfield, CT office. For more than 33 years, Joe has been leading the technical design and management of progressive transportation systems in local communities across southern New England. Joe was appointed by the Connecticut Legislature in 2013 to the Connecticut Bicycle and Pedestrian Advisory Board, a complete streets panel advising municipalities and state agencies on transportation equity, where he has served as Secretary since 2015. In 2022, Joe led the study and implementation of the West Hartford North Main Street Road Diet project and the award winning Franklin Square roundabout project in downtown Norwich. Joe is an adjunct professor at University of New Haven teaching transportation engineering curriculum. EILEEN GUNN, Business Line Manager | Fuss & O'Neill Eileen is a Transportation Business Line Manager at Fuss & O’Neill. She works at the intersection transportation and climate resiliency and assists municipalities in identifying and meeting their transportation and community-wide resiliency needs. She was the project manager and co-author of New Britain’s Complete Streets Roadmap. Prior to joining Fuss & O’Neill she served as the Municipal Grants Program Administrator for Massachusetts Department of Transportation’s (MassDOT) and co-developed their Complete Streets Funding Program. DUANE MARTIN, Director of Community Development | Town of West Hartford Duane currently serves as the Director of Community Development for the Town of West Hartford. As the Director, he oversees the operations of the Building Inspection, Engineering, and Planning & Zoning Divisions. He has worked for the Town for nearly 17 years, mostly as the Town Engineer. Prior to West Hartford, Duane worked for the BL Companies, Fuss & O’Neill, and then the Town of Windsor. His primary focuses are flood mitigation projects, completing Plan of Conservation and Development objectives, and launching an online permitting system. MARK MORIARTY, Director of Public Works | City of New Britain Mark Moriarty serves as the City of New Britain, Connecticut’s Director of Public Works. Over the past decade Mr. Moriarty has led the City’s over $40 million investment in Complete Streets which has revitalized downtown New Britain through projects like the Beehive Bridge among several others. His work also led to the implementation of an over 50-mile city-wide bicycle network in New Britain. Due largely the City’s dedication and investment in Complete Streets, New Britain is experiencing an unprecedented amount of new private investment and development along with a renewed sense of vibrancy. All this makes New Britain the perfect case study for the impact that Complete Streets can have on a community. Mark Moriarty also currently serves on the Connecticut Bicycle and Pedestrian Advisory. Safety, Highway Safety Manual, Vision Zero
NATASHA FATU, Transportation Engineer | CTDOT Natasha Fatu is a Transportation Engineer with the Connecticut Department of Transportation. With more than 20 years of transportation engineering experience, she has worked in the Division of Traffic Engineering working in Traffic Engineering as well as the Office of State Traffic Administration. Within Traffic Engineering, she has recently moved from working in the Traffic Engineering Operations Unit to the Safety Engineering Unit. Safety being her priority, she is currently working to implement systemic statewide safety projects that will improve Connecticut roadways for all users. SHANNON HUGHES, Deputy Regional Administrator | NHTSA Region 2 Shannon Hughes is the Deputy Regional Administrator for NHTSA Region 2, overseeing behavioral highway safety programs in Connecticut, New Jersey, New York, Pennsylvania, Puerto Rico and the U.S. Virgin Islands. Shannon joined NHTSA in 2007, but her federal service started more than three decades ago with the National Science Foundation managing geoscience research grants, writing Congressional testimony and budget reports for the National Science Board, and formulating Federal budget requests. In 2003, Shannon became Deputy Protocol Chief for the U.S. Military Academy at West Point. Leading a team of military and civilian Protocol Officers, she coordinated large-scale conferences, training and leadership seminars, award ceremonies, and hosted highest-level Congressional, Presidential and international dignitaries for the Academy Superintendent. In addition to her leadership as DRA, Shannon is an agency liaison to the Office of the Secretary’s Mobility Justice Equity Workstream, and is supporting several parallel efforts to advance the administration’s Advancing Equity Executive Order. She also continues to serve Region 2 as the pedestrian/bicycle safety coordinator. Shannon has received awards for outstanding service throughout her federal career, both for individual and team efforts. Shannon is also a Board member for OneMamaroneck, Inc, a local anti-racism non-profit committed to dismantling systemic injustice within the public schools and broader community. She is a cyclist and an amateur boxer, and lives with her partner and puppy in White Plains, New York. DR. ERIC JACKSON, Executive Director | Connecticut Transportation Institute Dr. Eric Jackson is currently the Executive Director of the Connecticut Transportation Institute and the Director of the Connecticut Transportation Safety Research Center (CTSRC) at UConn. The CTSRC assisted in the complete overhaul and modernization of crash data collection and safety analysis in the state. Dr. Jackson’s current research has focused on improving the crash data collection process in Connecticut as well as Connected and Automated Vehicles. FRANK W. PETISE, PE , Bureau Chief | City of Stamford’s Transportation, Traffic, & Parking Bureau Frank W. Petise, P.E. is currently the Bureau Chief of the City of Stamford’s Transportation, Traffic, & Parking Bureau. The Department is responsible for the oversight of all Transportation Projects in the City of Stamford as well as Traffic Signal Operations, Signs and Pavement Markings, City- wide Parking Operations and Enforcement. Frank reviews private developments, manages transportation projects, and oversees the traffic operations of over 200 City owned signals. In recent years the department has been dramatically transformed to address the needs of the fastest growing municipality in the State. The Department has upgraded nearly forty-percent of the 200+ traffic signals, has completed a city-wide traffic signal optimization, and a modernization of the parking infrastructure. Additionally, we are in construction or final design phase of nearly 16 Million dollars of roadway and intersection improvement projects, have undertaken several initiatives that integrate planning, design, and improved operations to ensure maintenance of our multi-modal transportation network. Frank and his Department continue to improve safe travel for all roadway users.

Transportation agencies as change agents for social equity: Implementing inclusive engagement to promote community resilience and maximize impact SHANEL THOMAS HENRY, Community Outreach Manager | Jacobs Mrs. Thomas-Henry brings over twenty years of experience in community development, capacity building, sales, business development, program execution, and media relations. In her current role Shanel serves as the public information liaison and Social Economic Inclusion lead for the Northeast. Through this role she develops working relationships with elected officials, businesses, and community leaders. Her responsibilities include developing programs that benefit the local communities surrounding our project areas including, but not limited to, workforce development, STEM learning and MWBE resource training. A life-long resident of Queens, NY, Mrs. Thomas-Henry has served on several local boards, including the New York City Industrial Development Agency, Build NYC Resource Corporation, the Kiwanis Club of LaGuardia Airport (Immediate Past President), Elmcor Youth & Adult Activities, Inc.(Co-Chair), Neighborhood Housing Services of Queens CDC and Community Board 3 to name a few. Shanel Thomas-Henry has a BA in International Business with a concentration in marketing and holds her Masters in Public Administration from Howard University. In addition, she has studied abroad at the Sorbonne in Paris, France, and the Cultural Institute in Oaxaca, Mexico. Shanel Thomas-Henry currently resides in East Elmhurst with her husband Fleetwood Henry and their daughters, Quinn and Parker. CARLA MYKYTIUK, Associate Planner | Jacobs Carla Mykytiuk with a Masters in Public Administration from the University of Massachuetts-Amherst and a B.S. in psychology from the University of Maryland, joined Jacobs in 2001. Carla has over twenty years of experience preparing NEPA documentation and leading stakeholder and public engagement efforts for transportation projects. Carla specializes in developing, implementing and maintaining effective, large-scale public involvement programs for contentious EIS projects and other environmental studies following the NEPA process. Carla blends standard outreach with new technology and innovations to increase public engagement with vulnerable populations and also to account for times when in-person engagement is not feasible. ALEC SLATKY, Managing Director of Public & Government Affairs | AAA Alec Slatky is Managing Director of Public & Government Affairs in Connecticut for AAA Northeast, which covers Fairfield, Litchfield, and New Haven Counties in the Nutmeg State. Based out of Hamden, he oversees the public affairs team in Connecticut, which includes legislative advocacy, media relations, and community outreach. His team’s work focuses on safety issues like occupant protection, impaired driving, and automated enforcement, as well as automotive issues like electric vehicles and advanced driver assistance systems. TERRI THOMPSON, Principal Planner | Capitol Region Council of Governments Terri Thompson is a Principal Planner at the Capitol Region Council of Governments, Planning Department. She is responsible for the Traffic Incident Management Program and is also assigned as chair of the Regional Emergency Support Function (RESF) 1 – Transportation in the Capitol Region. Terri has been employed with CRCOG since November 2016. Prior to working for CRCOG, Terri was employed with the Connecticut Department of Transportation for 37 years and was a Supervising Engineer in the Office of Construction under the Bureau of Engineering and Construction. Terri was also the Chair of the CT Work Zone Safety Awareness Campaign and administered the Work Zone Safety program for the Department.

Closing the Active Transportation Gender Gap
MARY DONEGAN, Faculty Member | University of Connecticut Mary Donegan is a faculty member in UConn's Urban and Community Studies program where she researches and teaches about urban development and sustainability. She holds a master's and PhD in City and Regional Planning from UNC-Chapel Hill and is a board member at the Connecticut Roundtable on Climate and Jobs. SHAWNA KITZMAN, Project Manager | Toole Design Group Shawna Kitzman is a Project Manager with Toole Design Group. Working with clients throughout the Northeast, she leads plan development and dynamic stakeholder engagement for active transportation, transit-oriented development, and long-range transportation plans, as well as demonstration projects. As a Master of Sustainable Transportation graduate from the University of Washington, with a background in fine art, Shawna seeks projects that bring people joy, health, and opportunity. QUINN MALLOY, PhD Candidate | University of Connecticut Quinn Molloy is a PhD candidate in the Geography Department at the University of Connecticut studying transportation equity and automobility. Before returning to academia, she worked as a transportation planner and geospatial data analyst for the Massachusetts Department of Transportation. She is an avid cyclist and advocate for sustainable, diverse transportation systems. HOLLY PARKER, Principal Transportation Planner | SLR Consulting Holly Parker is a Principal Transportation Planner and the Active Transportation Lead at SLR Consulting. She is fascinated by, and focused on sustainable transportation technology, infrastructure, and programming. Holly brought carsharing and dockless bikesharing to the State of CT and helps bring micro mobility to communities by consulting to municipalities and bike- and scooter-share companies. She is certified by the National Charrette Institute and trained in electric vehicle policy and planning. She is happy to help you transform your parking lot to a higher and better land use.

Transportation GIS Initiatives by CTDOT
JENNIFER PAWELZIK, GIS and Database Programmer | CTSRC at University of Connecticut Jennifer Pawelzik is a GIS and Database Programmer with the Connecticut Transportation Safety Research Center (CTSRC) at the University of Connecticut. She has worked on a variety of applied and research-based projects utilizing GIS to help answer transportation safety questions. Jennifer earned her bachelor’s degree in Environmental Science from King’s College where she was first introduced to GIS through data collection and analysis. She later went on to complete her Master’s Degree in Geospatial Information Science and Technology from North Carolina State University. For their efforts, Greg and the Enterprise GIS team at CTDOT were awarded a Special Achievement in GIS (SAG) Award by Esri in 2022, an honored bestowed upon fewer than 200 of the 100,000 Esri clients worldwide each year. JENNY PETRARIO, GIS Analyst | CTDOT Jenny is a GIS Analyst with the Connecticut Department of Transportation (CTDOT). She has worked on a variety of transportation projects utilizing GIS to streamline efficiency and data quality across the DOT. Jenny received her Environmental Earth Science Degree with a minor in GIS from Eastern Connecticut State University. She later completed her master’s in Environmental Earth Science and Management with a concentration in Remote Sensing and Spatial Analysis from The University of Rhode Island. GREG CIPARELLI , Chief Data Officer | CTDOT Greg Ciparelli is the newly appointed Chief Data Officer for the Connecticut Department of Transportation in the Bureau of Policy & Planning and oversees the Enterprise GIS Unit. Greg is a 2004 graduate of Boston College with a BA in Political Science and a minor in Economics and has over 18 years of experience with the Connecticut Department of Transportation in a variety of data development, collection, and management efforts, including those related to MIRE, HPMS, and ARNOLD. He has also championed the Department’s efforts implementing its Transportation Enterprise Data (TED) Portal and Open Data platform that provides widespread access to authoritative and managed data and intuitive web-based applications to internal personnel, partners, and the public.

KRISTINA HALLETT, PHD, ABPP Dr. Kristina Hallett is a Board-Certified Clinical Psychologist, TEDx Speaker, and Associate Professor of Psychology at Bay Path University with over 25 years of experience working with organizations and individuals.
