Scope This Section applies to all Employees working in or around excavations. Policy This Policy outlines procedures for protecting BL Companies’ Employees from the hazards of open excavations made in the earth’s surface, including trenches. General Requirements Re. Excavations Excavating may be performed by subcontractors under the observation of the Company for reasons such as the excavation of underground storage tanks, test pits for soil analysis or trenches for utility installation. Whenever excavation occurs, the following procedures should be followed: Underground Utility Location Prior to any excavation, trench work or drilling operations, all underground utilities shall be located and marked by the jurisdictional utility marking organization such as Call Before You Dig or Dig Safe and/or by Employees trained in subsurface utility engineering. If underground lines cannot be located or the client declines to contract for this service, proper precautions shall be taken by Employees if physically locating them. Proper precautions should also be taken by equipment operators performing similar services. Pre-Excavation Safety Meeting Prior to conducting excavations, Employees shall conduct a pre-excavation safety meeting with the excavation contractor to discuss roles and responsibilities. Employees are responsible for describing the goals, objectives, and locations of the excavations. Employees must clearly communicate to the contractor that means and methods of excavation and compliance with OSHA requirements regarding the performance of excavations are the responsibility of the contractor. This includes instances where BL Companies has been hired for construction inspection services. Inspections Daily inspections of excavations, the adjacent areas, and protective systems shall be made by a competent person for evidence of a situation that could result in possible cave- ins, indications of failure of protective systems, hazardous atmospheres or other hazardous conditions. An inspection should be conducted by the competent person prior to the start of work and as needed throughout the day.
Working on or around Railroad Crossings, Railroad Tracks and/or Railroad Rights-of-Way If work occurs on or around these areas, Employees must obtain any specific training and certifications required by AMTRAK or other railroad operators prior to the start of work. Railroad flagmen shall be arranged for through the railroad operator prior to commencement of work for assignment to the work area. Warning to Pedestrians If manhole openings, excavations or other activities constitute a hazard to pedestrians, adequate barricades and rerouting of walkways must be provided to ensure pedestrian safety in accordance with land jurisdictional (state, county or municipality requirements). Specific Safety Procedures The following safety procedures are established for work within any right-of-way: · All Employees exposed to vehicular traffic shall be provided with, and required to wear, ANSI 107- 2020 Class 2 or 3 compliant safety vests marked with or made of light reflecting material or another high visibility material in accordance with the applicable OSHA standard. · All activities located within the travel-way shall use adequate signs and barricades and police protection, which shall be placed in accordance with state, county and municipal transportation standards. · Police officers or flaggers, on residential/low volume municipal roads, may be utilized under the following conditions: To stop traffic intermittently, as necessitated by work progress; To maintain continuous traffic past a worksite at reduced speeds to help protect the work crew; When traffic in both directions must use a single lane for a limited distance.
8.5 Excavations
Purpose The purpose of this Section is to control the hazards posed by open excavations through compliance with the procedures set forth below.
