JOE BALSKUS, Director of Transportation Systems | VHB Joe Balskus is Director of Transportations Systems in VHB’s Wethersfield, CT office. For more than 33 years, Joe has been leading the technical design and management of progressive transportation systems in local communities across southern New England. Joe was appointed by the Connecticut Legislature in 2013 to the Connecticut Bicycle and Pedestrian Advisory Board, a complete streets panel advising municipalities and state agencies on transportation equity, where he has served as Secretary since 2015. In 2022, Joe led the study and implementation of the West Hartford North Main Street Road Diet project and the award winning Franklin Square roundabout project in downtown Norwich. Joe is an adjunct professor at University of New Haven teaching transportation engineering curriculum. EILEEN GUNN, Business Line Manager | Fuss & O'Neill Eileen is a Transportation Business Line Manager at Fuss & O’Neill. She works at the intersection transportation and climate resiliency and assists municipalities in identifying and meeting their transportation and community-wide resiliency needs. She was the project manager and co-author of New Britain’s Complete Streets Roadmap. Prior to joining Fuss & O’Neill she served as the Municipal Grants Program Administrator for Massachusetts Department of Transportation’s (MassDOT) and co-developed their Complete Streets Funding Program. DUANE MARTIN, Director of Community Development | Town of West Hartford Duane currently serves as the Director of Community Development for the Town of West Hartford. As the Director, he oversees the operations of the Building Inspection, Engineering, and Planning & Zoning Divisions. He has worked for the Town for nearly 17 years, mostly as the Town Engineer. Prior to West Hartford, Duane worked for the BL Companies, Fuss & O’Neill, and then the Town of Windsor. His primary focuses are flood mitigation projects, completing Plan of Conservation and Development objectives, and launching an online permitting system. MARK MORIARTY, Director of Public Works | City of New Britain Mark Moriarty serves as the City of New Britain, Connecticut’s Director of Public Works. Over the past decade Mr. Moriarty has led the City’s over $40 million investment in Complete Streets which has revitalized downtown New Britain through projects like the Beehive Bridge among several others. His work also led to the implementation of an over 50-mile city-wide bicycle network in New Britain. Due largely the City’s dedication and investment in Complete Streets, New Britain is experiencing an unprecedented amount of new private investment and development along with a renewed sense of vibrancy. All this makes New Britain the perfect case study for the impact that Complete Streets can have on a community. Mark Moriarty also currently serves on the Connecticut Bicycle and Pedestrian Advisory.
